The authorisation concept in SAP ERP does not normally allow to limit permissions to individual financial years. However, this is particularly relevant for tax audits. As of 1 January 2002, the electronic tax audit was enshrined in law in § 147 (6) of the German Tax Code. The opinion of the Finance Administration is in the BMF letter of 16.07.2001 (BStBl. 2001 I)"Principles on data access and the verifiability of digital documents"(GDPdU). The electronic control check can be performed in Germany on three types of access: Immediate access: The tax authority shall have the right to inspect the stored data (read-only access) and to use the taxpayer's hardware and software to verify the data, including the master data and links. Mean Access: The tax authority may require the taxable person to perform the read-only processing of the data in accordance with its specifications. Volume Release: Alternatively, the tax administration may require the taxable person to have the stored documents available to it for evaluation on a machine-usable medium.
Implementing Permissions Concept Requirements
Configuration validation is a tool that allows systems to be tested against corporate or organisational requirements and regulations. You can find this tool in the Change Management section of the SAP Solution Manager. This allows you to evaluate security-relevant configurations and critical permissions. This is based on the SAP Solution Manager's Configuration and Change Database (CCDB), which stores all details about the configuration of the connected systems. The configuration data is stored in different configuration stores, depending on the type of configuration. You can evaluate the configuration of the operating system, the database, and profile parameters in the ABAP and Java systems. You will also get an overview of the status of transport orders and support packages. You can also track changes to the configurations of the attached systems in the CCDB. You can also graphically evaluate these changes via an end-to-end analysis in SAP BW; contains information on the number of changes per system, the type of changes and the modification date.

You should therefore enforce cryptographic authentication and communication encryption by setting up Secure Network Communication (SNC). SNC provides a strong cryptographic authentication mechanism, encrypts data transmission, and preserves the integrity of the transmitted data. For some time now, SNC is freely available without a SSOMechanism (SSO = Single Sign-on) for SAP GUI and the RFC communication of all SAP NetWeaver customers. You should always implement SNC between SAP GUI and application server, as this communication can also run over open networks. For RFC communication, you need an SNC implementation if you think the data transfer could be intercepted.
